The Australian skipper has secured 309 wickets in 71 appearances with an impressive average.
The Australian selection chief Bailey has confirmed that pace spearhead Cummins will play a "major part" in the forthcoming Ashes series.
There were concerns that Cummins might miss the series due to a persistent back stress problem that had not yet healed.
Initial reports from the Australian camp suggested no final decision had been made regarding whether he would play, with the extended contest scheduled to begin on the 21st of November in Perth.
Bailey expressed that his recovery is on track and felt positive about the prospects of taking part.
"We're aware that time is getting short and various factors at play, not just the back issue, but further aspects," he commented.
"We're encouraged. [We are] really confident that he'll participate in a key capacity. Hopefully starting in Perth. Should that not happen, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals last month after examinations confirmed a lumbar bone stress.
There is a track record of recurring issues, with setbacks in several earlier campaigns leading to absences from multiple domestic campaigns in a short span.
Cummins stated he would be ""aggressive" and "take risks" in his comeback strategy to secure his spot for the contest.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "getting tight" for him to be fit for the initial match.
Contingency Plans
In case of absence, former captain Steve Smith will take over the captaincy.
Versatile player Green was withdrawn recently from Australia's squad for their limited-overs matches against the Asian giants as a preventive step because of soreness in his side.
He labeled it as a "minor" injury and mentioned that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into creating the schedule for him to be available for the first Test as an batting and bowling option," he elaborated.
"He was only going to play the starting games regardless. The way he swings the cricket bat in white-ball cricket, if it causes any delay for another day, we opted to adopt a safer strategy."
