The UK and US have concluded a important bilateral deal that will guarantee zero import taxes on British pharmaceutical shipments entering the US market.

The Terms of the Accord

As part of the deal, the UK has agreed to boost funding on medicines through the National Health Service (NHS). This move ensures that import taxes on these key goods will be held at zero for a period of 36 months.

This deal follows previous statements to dramatically increase tariffs on patented drug products, with potential rates discussed reaching 100%.

"This deal between the Britain reinforces the international landscape for innovative medicines and establishes long-overdue equity to transatlantic drug exports," an announcement said.

Trade Importance

Drugs constitute one of the UK's most significant export categories to the America, which is by far the largest buyer for large UK drugmakers.

Export figures indicate that in the year prior to last September, the UK shipped medicines worth billions to the US. This value made up a significant portion of British export trade in that span.

"This guarantee protects employment, stimulates investment and sets the stage for the UK to emerge as a international leader for biotech and pharma," the Business and Trade Secretary stated.

Key British Pledges

The pact involves several key changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it judges new medicines to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a target to raise total public funding on treatments from 0.3% of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount manufacturers must refund to the NHS to control costs will be restricted at 15%. In the past, refunds were more than twenty percent.

Broader Context

The pact takes place against a protracted dispute between the pharmaceutical industry and the UK government over drug pricing and regulatory access.

This friction were exacerbated by claims that American patients were charged a premium for the equivalent treatments than patients in the Britain and the EU.

In recent months, several significant manufacturing plans in the UK have been delayed or scrapped, while major funding commitments have been pledged toward projects in the United States.

The Science Minister stated that the NHS had to invest a greater share on drugs, noting that its spending on drugs had declined as a proportion of its overall budget over the last ten years.
